Paris: migrant workers to speak French

An anti-foreign measures which starts from the defense of the national language. In France, the Ile-de-France Administration (the Paris region) has approved a legislative package to help small and medium-sized French companies in public contracts respect to foreign ones.

To arouse curiosity among the new rules, especially is the so-called “Moliere clause”, which requires all workers employed on construction sites and in other jobs financed with public money to use only and always the French language. So, for instance, the Polish or Romanian laborer who speaks with a colleague, even if of same nationality, will have to express themselves in perfect French, at the expense of a sanction for the company that employs him.

If it is impossible to guarantee that all workers understand and fluently speak the national language, must therefore ensure the presence of an interpreter and linguistic mediator. The regional administration would be considering the possibility of creating teams of inspectors who visit construction sites to verify the actual knowledge of French by the workers in the yard.

The regional government of the Ile-de-France explains that it is a measure to improve safety standards in workplaces, which might be jeopardized if the proper communication between workers is not ensured at the highest level.

The new rule, which applies for example to the workers in the transport or education sector, was already applied elsewhere in France with the intention of encouraging the use of local employees and workers respect to foreign ones: similar measures to one introduced in the Paris region are in fact already been taken in Normandy, Haute-de-France and Rhône-Alpes-Auvergne.
